A Bulk Pesticide/Fertilizer Storage Permit is required before you begin constructing a new bulk storage facility whether on existing or new property, or when you substantially modify an existing permitted bulk storage facility. In addition, you may also be required to obtain a fertilizer or pesticide dealer’s license if you distribute/sell/store retail or wholesale pesticides or fertilizers.
Fertilizer/pesticides are considered liquid bulk if contained in a 56 gallon container size and greater.
“Liquid Commercial Fertilizer” means either mixed fertilizer or fertilizer materials distributed in a fluid non-packaged form, also referred to as Liquid Bulk Fertilizer. (Minnesota Rules 1510.0371, Subp. 7).
“Dry Commercial Fertilizer” means either mixed fertilizer or fertilizer materials distributed in a non-fluid non-packaged form, also referred to as Dry Bulk Fertilizer. (Minnesota Rules1510.0401, Subp. 3).

Permitting
A new bulk agrichemical storage permit is required when a new bulk agrichemical storage facility is constructed or when an existing bulk agrichemical storage facility is substantially altered, the substantial alteration permit application is required.
